This manual explains how an offender uses the OffenderWatch® Remote Express app to re-register remotely — signing in, verifying identity, taking a photo, paying fees, providing location, updating registration information, reviewing and submitting, and responding to the agency.
Before You Start: What You Need to Know
Has your law enforcement agency invited you to use Remote Express? Remote Express is provided to offenders only when their agency has invited them to use the app. If you have not been approved to use Remote Express, you will receive an error message when you attempt to sign in that directs you to contact your agency.
Remote Express requires a fee to use. You will be charged an Annual Access Fee to use the application. Depending on your agency, you may also be charged your agency’s registration fees (for example, quarterly fees). The app shows you exactly what is due, and any upcoming charges, before you pay. Payment is made inside the app with a credit or debit card. A convenience fee and a card processing fee may be added at payment. See Appendix B for step-by-step payment instructions.
Remote Express requires you to have an email address. Your primary email address will be sent all information updates to your re-registration, including your attestation and your next verification date.
Remote Express requires you to take a picture of yourself. Remote Express is to be used by the offender only, not by someone acting on the offender’s behalf. A picture of yourself is required so your agency can be sure the information updated is from you.
Remote Express requires you to send in your location. It is important to report your location so we can ensure it is you updating your information. You should fill out your information from your home address, or from the location that qualifies as your main residence. It is understandable that you might fill out information from another location, for example because you lack cell phone or wi-fi coverage at home; the app will ask you to describe where you are. NOTE: Remote Express does not track your location. It only checks your location once each time you use the app.
Remote Express does not guarantee that you will not have to visit the agency. Officers can reject your answers and require you to visit the office to complete your obligations. This can happen due to questions about your updates, a poor-quality photo, or location information that does not appear correct.
Vehicle updates require a photo. Adding a vehicle requires a photo of the registration card, the VIN number, or the license plate. You can take the photo with your camera or upload an existing photo. The registration card is preferred so the VIN and other vehicle information are properly recorded.
How Remote Express Works
- Sign in by entering your first name, last name, the last 4 digits of your Social Security number, your date of birth, and the State you report to.
- Read the Important Information screen from your agency.
- The first time you use the app only, accept the biometric consent and the Registrant Terms of Use (see Appendix C).
- Take a photo of yourself as directed by the app.
- Pay your agency fees, if your agency charges fees through Remote Express.
- Allow your location to be reported and confirm whether you are home.
- Update all of your information in each tab.
- Review your information and make corrections if necessary.
- Agree to your State Law attestations.
- Sign your name and click Submit.
Review your phone’s signal strength before you begin — you will want to be in good coverage. The signal indicator appears at the top of every screen.
After you have submitted your information, the agency will review your updates and respond by approving your update, requesting more information, or rejecting your update. When the agency requests more information, see the section of this manual called Officer Requests Further Action by You to understand how to respond back to the agency.
Signing In to Remote Express
On your phone, tablet, or PC, go to your browser and type in the web address your agency provided for Remote Express. The Offender Sign In screen will display. The sign-in card carries a badge reading “Enabled by your law enforcement agency,” and the footer confirms that the connection is encrypted and monitored by law enforcement.
You must identify yourself by entering:
- Your first and last name;
- The last 4 digits of your Social Security number (SSN);
- Your date of birth (DOB);
- The State your agency resides in (Registering State).
After filling in the information, click on Sign In. If the system finds your information and you have been enabled to use Remote Express, the application will show you your agency’s Important Information screen.
If you see the message “User not found,” check that your name, last 4 SSN, DOB, and State exactly match your registration record, then try again. If you still cannot sign in, contact your agency.
Your Agency’s Important Information Screen
After you sign in, the app shows a welcome screen from your agency. The top of the screen shows the type of update you are being asked to complete and your next verification date. Read this screen carefully. It includes:
- Do it yourself: you are the only person allowed to use your account to register.
- Photos needed: be ready to take a “selfie,” and, if you have a car, photos of the vehicle and its registration papers.
- Your location: your location is checked once while you use the app. If you are not at home, you must tell the app where you are.
- In-person visits: the app is not a guarantee that you do not have to report to the agency. If there are unresolved issues with your digital registration, you might have to come into the office.
- Cost: there is a fee for this service. Signing in will trigger a charge for one year of access, payable by credit or debit card. It does not renew automatically.
- Terms and consent: before payment, the Terms of Use and the consent for facial image capture must be reviewed and accepted. This is required once, at first use.
The Important Information screen displays your update type at the top, and your next verification date underneath it. The verification date appears only once your agency has placed you on a verification cycle; if no cycle has been set, that line is not shown.
Depending on how your agency has set up Remote Express, the screen may also show your agency’s review hours and links to the State statutes that apply to your registration.
Scroll to the bottom of the screen to read the remaining items. The button in the lower right changes from Next to Proceed once you have reached the end.
When you have read everything, click on Proceed to continue.
The first time you use Remote Express, two consent steps appear here, between this screen and the photo step: a biometric consent and the Registrant Terms of Use. They are shown once only. See Appendix C — Terms of Use and Biometric Consent for step-by-step instructions.
Taking Your Photo
The application requires you to take a photo of yourself before you can proceed. Click on Take Photo and allow the app to use your camera if your device asks for permission.
Using your camera, take a picture of your face in good lighting. Be sure it is clear and focused.
After you take the photo, the app shows it to you for review.
- Save — keeps the photo and continues.
- Retake — lets you take a new photo if the picture is blurry, dark, or does not clearly show your face.
Your photo will be shown to the officer reviewing your updated information, and the officer can approve or reject your submission based upon the photo you have taken.
Paying Your Fees
If you owe your Annual Access Fee or agency fees, a payment screen appears after your photo. The screen shows exactly what is due today, an itemized list of the charges, and any upcoming charges with their dates. Fee amounts are set by your agency.
For step-by-step instructions on paying your fees with a credit or debit card, see Appendix B — Paying Your Fees with a Credit or Debit Card.
After your payment is completed, click on Done to continue to the location step.
Providing Your Location
Your law enforcement agency prefers that you run Remote Express from your home (or from the location you are currently using to sleep). The app checks your location once and asks: “Are you home right now?”
The app shows the address and map location it detected for you.
- If you are at home, check Yes and click Next.
- If you are not at home, check No and click Save. The app will then ask you to describe your current location.
If your device asks for permission to share your location, you must allow it. For Apple iPhone instructions, see Appendix A.
If you checked No, describe where you are and why you are filling out your update from this location — for example, if you have poor phone or wi-fi coverage at your home.
It is acceptable to run the app from a location other than your home for many reasons, but you must tell the agency where you are.
Enter your description and click on Save.
Updating Your Information
Once you have confirmed your location, the app steps you through a series of information tabs: Physical, Home Address, W/S/V Address, Phone, Vehicle, S/M/T (Scars, Marks, and Tattoos), Contact, Email, and Internet. The tabs appear across the top of the screen, and a green progress bar shows how far along you are.
The tabs displayed depend on what your agency has requested you to update, so some tabs shown in this manual might not be displayed in your app.
When all information tabs have been completed, the Review screen will appear. You can go back to any information tab if you need to. See the section called Review and Submit.
Current and Primary on Entries
Entries for addresses, phones, vehicles, contacts, email, and internet identifiers all ask if the entry is current and if the entry is primary.
“Current” means the entry is active and in use by you. For example, if you replaced your mobile phone, you will add the new phone and mark the old phone as not current by checking No for that entry.
“Primary” means the entry is your main one of that type. These entries ask you to mark one as primary (if you have one): home address, work address, school address, volunteer address, vehicle, home phone, mobile phone, work phone, emergency contact, email address, and internet identifier.
Note: when you add a new entry, it is highlighted with a yellow outline until the agency reviews it.
Physical Tab
If you are required to update your physical information, you will see your physical details: height, weight, eye color, hair color, and hair length. Review all of your details.
- Answer the question “Has your weight, hair color, or hair length changed?” Check No to confirm there are no changes.
- Check Yes if you need to make changes. The weight, hair color, and hair length fields become editable. Note that you cannot update your height or eye color.
- Make the changes you need to.
- Click on Next to continue to the next section.
Some fields on this screen cannot be changed by you. Height and Eye Color stay locked because they are not offender-reportable. Answering Yes unlocks Weight, Hair Color and Hair Length, which are the details you are being asked to confirm.
Home Address Tab
State law requires that you disclose all current home addresses, including temporary (hotels, rentals), secondary (vacation homes), mailing, and other home addresses.
The home addresses your agency has on record for you are displayed. Review each one:
- Every home address must be confirmed by checking Yes or No to “Is this home address current?” (current means active and in use by you).
- If the entry is your main home address, check Yes to “Make this your primary home address?”
- Answer “Do you need to add a new home Address?” If Yes, the Add Home Address form will appear.
- When you are finished adding new addresses, check No to that question and click Next to move to Work, School, and Volunteer addresses.
Home Address Types
When you add a new home address, you select one of the following address types. The available types can vary by State.
Type | Notes |
|---|---|
Home | The location that qualifies as your main residence. You are required to mark a home type address as primary. |
Mailing | The address where you receive mail. |
Secondary | A location that you sometimes stay overnight at, such as a vacation home. It cannot be your primary home address. |
Temporary | A location with a start and end date, such as a hotel or a short-term rental. You must fill in both dates. It cannot be your primary home address. |
If you are homeless, contact your agency for instructions on how to report the location where you plan to sleep.
Add Home Address
Fill in your address information. Field inputs that have a * next to them are required entries.
First select the address Type from the list.
For a Temporary address, both a start date and an end date are required. Click the calendar icon to pick the dates.
When you click on Save after completing the required entries, the application checks the address to see:
- Is the address a valid address?
- Does the address violate any distance requirements from protected areas?
Address Check Results
A display shows the results of the address check. There are three possible outcomes:
- Address verified. The address is valid and does not violate any proximity requirements.
- Address is not valid. If you are sure about your address you can click on Use Anyway; otherwise re-enter the portion of the address that is not valid by clicking on Cancel.
- Proximity violation encountered. The check lists each protected location (such as schools and day cares) that is too close to the address, with its distance. It is advised that you cancel the add of this address, because the agency will likely reject you living at this address based upon the violation. You are given the option to Use Anyway, because sometimes the violating protected area is no longer valid (for example, a closed day care center).
The example on the left shows a proximity violation result. Each prohibited entity is listed with its distance from the address you entered.
Click Cancel to go back and change the address, or Use Anyway to keep it.
When you have added an address, the app shows the new entry under “New Addresses Added” and highlights the box in yellow to indicate it is new and has to be approved by the law enforcement agency. An icon on the card indicates the result of the address check.
You can click Edit to correct the entry or Delete to remove it.
If you need to add another address, check Yes again to “Do you need to add a new home Address?”. When you are finished, check No and click Next.
Work / School / Volunteer (W/S/V) Addresses
After home addresses, the next information asked for is work, school, and volunteer addresses.
These address types also carry a primary designation to indicate your primary place of work, school, or volunteering. For example, if you have two jobs — one Monday through Friday and one on Saturdays — the primary work address is the Monday-through-Friday job.
W/S/V addresses operate the same as home addresses: confirm existing entries, and answer “Do you need to add a new Work/School/Volunteer Address?”
The Add Address form for W/S/V addresses also asks for the Business Name and whether this is your primary address of that type.
Fill in all required entries (*), then click on Save. New entries are checked the same way home addresses are, and appear highlighted in yellow.
When you are finished, check No and click Next.
Phones Tab
State law requires that you disclose all current phone numbers. Each phone number on record is shown by type (Home, Mobile, Work).
Every phone must be confirmed by checking Yes or No to “Is this phone current?”. Mark your main number with Yes under “Make this your primary phone?”.
If your primary current phone is a new phone, add the new phone first. Then unmark primary on the old phone, and the app will let you mark the new phone as primary.
Add Phone Number
Answer the question “Do you need to add a new Phone?” If Yes, the Add Phone form appears.
Select the phone Type (Home, Mobile, Work, or Other) and fill in all inputs that have a * next to them. You can add an extension and a description if needed.
Indicate whether this is your primary phone number, then click on Save.
Any phone numbers you have added show in the display highlighted in yellow, as they will be reviewed by the law enforcement agency. You can Edit or Delete a new entry.
If you need to add another phone number, check Yes again. When you are finished, check No and click Next to move to the next section.
Vehicle Tab
State law requires that you disclose all current vehicles you have access to. Note: a vehicle is any vehicle that you have permission or access to use.
If you have vehicles on record, confirm each one by checking Yes or No to say whether it is current, and confirm your primary vehicle. If your vehicle plate registration has expired, you can Edit the vehicle to update the registration expiration date.
To add a new vehicle, check Yes to “Do you need to add a new vehicle?”
Add Vehicle
Enter the information that describes the vehicle. Required entries are designated with a * next to them: year, color, make, license plate number, plate State, and plate expiration date.
The VIN # is not required to fill out. This field is supplied in the photo of the registration card, so it is optional to enter in the form.
YOU WILL NEED TO SUPPLY A PHOTO OF THE REGISTRATION CARD, THE VIN NUMBER, OR THE LICENSE PLATE.
You can either take the photo now with your camera (Take Photo) or upload a photo already on your device (Upload Photo).
Photos you attach can be deleted and retaken while adding the vehicle. They are displayed at the bottom of the form.
Indicate whether this is your primary vehicle, then click on Save. When you are finished adding vehicles, check No and click Next.
Scars / Marks / Tattoos (S/M/T) Tab
State law requires you to report all scars, marks, and tattoos. Confirm any existing entries by checking Yes or No.
To add a new scar, mark, or tattoo, check Yes to the question “Do you need to add a new Scar/Mark/Tattoo?”
Fill out the Type, Location, and Description.
Each new scar, mark, or tattoo requires a minimum of one photo to document it. Click Take Photo to use your camera — focus on the scar, mark, or tattoo and take a clear, close-up photo — or click Upload Photo to attach an existing picture.
Click on Save after completing the inputs. The app returns to the S/M/T form and displays all of your entries. You can Edit or Delete any new entries you have added.
When you are finished, check No to the last question and click Next.
Emergency Contacts Tab
The Emergency Contact tab contains the contacts you have given the law enforcement agency. If the agency has a problem contacting you, these contacts can be notified in an effort to reach you.
Primary emergency contacts are those you want the agency to start with when they cannot get in communication with you.
To add a new contact, check Yes to “Do you need to add a new Emergency Contact?”
Add New Contact
Fill out all required entries that have a * next to them: first name, last name, phone number, and the relationship to you. Address information is optional.
Indicate whether this is your primary emergency contact, then click on Save.
New contacts are highlighted in yellow. If you made a mistake, you can Edit the contact information, or Delete a contact you just added. For contacts that are no longer current, check No to indicate they are no longer a contact.
If you need to add another emergency contact, check Yes again. When you are finished, check No and click Next.
Email Tab
State law requires that you disclose all past and current email addresses. Confirm that all existing emails are current by checking Yes or No.
To add a new email, check Yes to the question “Do you need to add a new Email?”
Enter the email address, and a note if needed. Indicate whether this is your primary email — your primary email address is where your registration confirmations are sent.
Click on Save after completing the inputs.
New emails are highlighted in yellow and can be edited or deleted. If you need to add another email, check Yes again.
When you are finished adding emails, check No and click Next.
Internet Tab
State law requires you to report all social media names, gaming names, and any other internet identifiers.
Confirm any existing internet identifiers by checking Yes or No. To add a new one, check Yes to “Do you need to add a new Internet identifier?”
Fill out the Username/ID, the Type, and the Web Address. Note that for Type you are free to add the name of the internet service if the list is missing yours.
Click on Save after completing the inputs. New identifiers are highlighted in yellow and can be edited or deleted.
When you are finished, check No and click Next.
Review and Submit
Review Screen
When all of the information updates have been completed, the Review screen appears. Every tab is listed under “You made changes to:”.
Tabs where you added entries are shown in blue with a count of the additions, for example “Phones [+1]”. Tabs with no additions are shown in gray. Click any tab name to go back to it if you have forgotten an update or wish to correct an item.
You must answer the question “Did you have any problems entering or understanding the information that you supplied?” by checking Yes or No. If you check Yes, you will be asked to describe the question or problem you encountered.
Then click on Review to continue to your State’s attestations.
State Required Attestations
The next step is to review and acknowledge the requirements (“attestations”) that your State requires. The number of attestations is shown at the top of the form (for example, 1 of 3), and the attestations shown depend on your State.
Read each attestation, check I agree, and click Next. On the final attestation the button reads Done.
Once you have acknowledged all of the attestations, you will be able to capture your signature as the final step.
The attestations are presented one at a time and are numbered, for example “State Law 1 of 2”. Each has its own I agree box, and the button at the bottom of the screen stays greyed out until you tick it. Read each attestation, tick I agree, then click Next. On the last one the button reads Done.
ATTESTATIONS ARE CONFIGURED BASED UPON THE STATE THAT THE AGENCY RESIDES IN, SO THE NUMBER OF ATTESTATIONS WILL VERY BY STATE.
Signature
Touch the signature box and sign your complete name — do not use initials. On a phone, rotate it lengthwise (landscape) to give yourself more room to sign.
Click Clear to erase and try again, or Save to keep your signature.
Your signature appears on the Review screen. If everything is correct, click on Submit.
A confirmation window asks “Have you completed filling out your Information Update?” Click Submit to send your information to your agency, or Cancel to keep working.
Submission Received
You will see a confirmation when the information you supplied has reached OffenderWatch. The screen shows the date and time of your submission and what happens next.
An agency officer will review your information. You will then receive an SMS text message with one of the following results:
- Approved — your record has been updated and your responsibility is complete. Check your email for a complete record of your information, which includes your next registration date.
- Clarification Needed — the agency requires more information. Log back into Remote Express to review the questions from the agency.
- Rejected — you must report to the agency’s office in person.
The screen also shows your agency’s typical response times. Click Finished to close the app.
Scroll down on this screen to see your agency’s Response Times. These tell you how quickly to expect an answer during the working week, and what to expect at weekends and on holidays, when updates are not reviewed.
Agency Response to Your Submission
Once you have successfully submitted your information updates, law enforcement officers will review your update, and you will receive a response on your mobile phone (an SMS text message) and an email sent to your primary email address that tells you the result of your submission.
There are three different outcomes, depending on the officer reviewing your information updates:
- Your updated information has been ACCEPTED by the agency. Your primary email address will be sent a complete copy of your update, including the next registration date that you are responsible for.
- The officer has QUESTIONED one or more of your information updates. Sign back in to the Remote Express app and review the questions supplied by the officer, then resubmit your information when you have updated or answered the officer’s questions. See the next section: Officer Requests Further Action by You.
- The officer has REJECTED your updates and you are required to come into the agency to update your information with an officer.
There is also another response for the case where the agency has issued questions about your updates and you have not responded within a reasonable time frame. In this case, the officer can either reject your submission, or complete your submission with the partially accepted updates (“Completed with Errors”). If the officer completes your updates this way, the accepted information will update your record, and the questioned information will have to be updated by you again through the app. This will be detailed in an email sent to you with the information that was not accepted. You will be given your next registration date so you are not in violation of your registration requirement.
Officer Requests Further Action by You
If an officer questions one or more of your updates, you must respond back to the agency. You will receive an SMS text message on your mobile phone asking you to sign in to the Remote Express app.
After you sign in, the Actions Required screen immediately appears, listing every entry the officer has questions about. Each questioned item is outlined in red.
The screen tells you what to do:
- Tap each red item.
- Read the officer’s message.
- Type your answer and select an action.
- Check the acknowledgment box.
- Sign and tap Resubmit.
In this example, the officer has questions about a temporary address and a mobile phone number that were previously submitted.
Reading and Acknowledging the Officer’s Message
When you tap an item outlined in red, the entry opens and the Officer Message appears, showing the officer’s question or instruction, the officer’s name, and the date.
You must first acknowledge what the officer is asking by clicking on the Acknowledge button.
Below the entry, a message history table shows the date, time, and text of each message from the agency about this entry.
Choosing Your Course of Action
Once the officer’s message has been acknowledged, you have three courses of action, shown as buttons under the entry form:
- Respond to Officer Without Changes — you do not want to make any changes to the information you already supplied.
- Update — change any of the information in the form, then click Update.
- Delete Entry — remove the entry. This indicates you did not mean to add it, or it no longer applies.
Each of the three courses of action asks you to enter a text message response back to the officer. Answer with the reason for your action, or with the changes you made, so that your response back to the agency can be approved.
In this example, the offender deleted the questioned temporary address because the officer advised it could not be used, and typed the reason in the response box.
Click on the Respond button to send your answer.
This example shows the Update course of action: the officer asked for the mobile phone to be marked primary, so the offender checked Yes to primary, clicked Update, and typed what was changed.
Completing Your Response
After you respond to an item, the Actions Required form shows that entry with a green outline, indicating you have completed the response back to the officer. A deleted entry is marked “Deleted.”
When all of the items listed are showing a green outline, you have completed your responses. Now you will:
- Check the box for acknowledgment of making the revisions;
- Re-sign your name to validate your re-submission;
- Click the Resubmit button, then click Resubmit again on the confirmation window.
The completed Actions Required screen: all items green, the acknowledgment box checked, and the signature captured.
After you resubmit, you will receive a message indicating you have successfully responded back to the agency with your response to their requests.
Note: the response back to the agency might generate further requests for information, which could again require you to answer and respond to the officer. When your updates have all been approved, an SMS text will update you to this status, and an email will be sent to your primary email address displaying all of your current updates and your next verification date.
Appendix A — Apple iPhone Instructions for Allowing Your Location to Be Provided
The app requires that you provide your location. To enable this permission on an Apple iPhone, do the following:
- Go to Settings > Privacy & Security > Location Services.
- Enable Location Services.
- Enable Share My Location.
- Scroll down to Safari Websites, press the arrow on the right, check While Using the App, and enable Precise Location.
You are now allowing the app to use your location. It will only do this once each time you use the app. No further location monitoring is performed by the app.
Appendix B — Paying Your Fees with a Credit or Debit Card
Remote Express collects your fees inside the app. You will be charged an Annual Access Fee to use the application. Depending on your agency, you may also be charged your agency’s registration fees (for example, quarterly fees) — this happens only where your agency has asked for its fees to be collected through Remote Express, and that money goes directly to your agency. Amounts are set by your agency and can change; you will be notified before each charge.
Step 1 — Review What Is Due
The payment screen shows the total due today and an itemized list of each charge, with who each one is paid to. The Remote Express Access Fee is paid to OffenderWatch and covers one year, with the dates shown. Agency fees, where your agency collects them this way, are listed separately and are paid to your agency; the quarterly fee and the convenience fee are itemized beneath.
The heading tells you how many charges there are. Where you owe both an Access Fee and agency fees, the screen reads “2 separate charges” and the button reads “Pay Both”. Where you owe only the Access Fee, there is a single charge and a single Pay button.
Upcoming charges are listed under “Your Upcoming Agency Charges” with the date they will be billed.
Review the charges, then click on the Pay button to continue.
Step 2 — Enter Your Card Information
Credit and debit cards are accepted. Each charge is taken as its own transaction, on its own card form. The screen tells you where you are, for example “Payment 1 of 2 · Access Fee”. For each one, enter:
- The name on the card, exactly as it is printed;
- The card number;
- The expiration date (MM / YY);
- The CVC security code (the 3-digit code on the back of the card, or 4 digits on the front for American Express).
Then click on the Pay button. A card processing fee is added by the payment processor and appears on your receipt. If you owe more than one charge, the app returns you to the payment screen to pay the next one as a separate transaction — do not close the window until every charge is paid. You may use the same card for each charge, or a different one.
Step 3 — Keep Your Receipt
When every charge has been paid, a receipt screen confirms it — for two charges it reads “Both payments completed” — and shows the date and time, each transaction with its itemized charges, and the total charged.
“Where You Stand” shows your fee status for the year: the date your Remote Express access runs to, and, where your agency bills through the app, how many quarters remain with the date and amount of your next charge.
Click on Done to continue with your registration update.
A card processing fee charged by the payment processor may appear separately on your card statement.
Appendix C — Terms of Use and Biometric Consent
These steps appear only the first time you use Remote Express. The app asks you to review and accept two separate items before you can continue: a biometric consent, and the Registrant Terms of Use. A progress bar across the top of the screen shows which of the three steps you are on.
They appear after your agency’s Important Information screen and before you take your photo. Once you have completed them you will not be asked again, and later sign-ins go straight from the Important Information screen to the photo step.
Step 1 — Biometric Consent
Remote Express confirms that you are the person registering by comparing the photo you take with the mugshot your agency already has on file. To do that, the app creates a Face-Geometry Template — a mathematical description of your face — from each picture, and compares the two.
Read the notice on this screen. It explains:
- What is created. A Face-Geometry Template is generated from your photo and from the mugshot on file.
- Why, and for how long. The template is used only to verify your identity for this submission, and it exists only for the few seconds the comparison takes.
- It is not kept. The template is held in temporary memory and destroyed as soon as the comparison finishes. Watch Systems does not keep a database of Face-Geometry Templates.
- Where it happens. The comparison runs on licensed facial-recognition software inside Watch Systems’ own security-controlled infrastructure. Your photo, the mugshot, and the template are never sent to any other company.
- Your photographs. Your photo and the agency mugshot are records of your registering agency, and are kept according to that agency’s records-retention rules.
- Learn more. A link opens the full Biometric Information Policy.
If you do not want to read the whole notice first, click the round arrow button to jump straight to the consent options at the bottom of the screen.
You must select one of two checkboxes before you can continue.
- Give consent. You confirm that you have read the notice and the Biometric Information Policy, and you give your electronic consent and written release for the app to create, use, and immediately destroy your Face-Geometry Template for this submission.
- Refuse consent. You confirm that you do not give consent. Read this option carefully. Without consent, Remote Express cannot verify your identity, and you will not be able to submit a remote registration update. Your legal duty to register does not change — you will have to complete your registration in person at your agency. Refusing does not create any penalty beyond not being able to use Remote Express.
Once you select an option, that box is highlighted in green and the message “Consent recorded on this device.” appears at the bottom of the screen. Click Continue.
Your consent record is kept for at least three years. It records the date and time, the version of the Biometric Information Policy that was shown to you, and the wording you agreed to. It does not include the Face-Geometry Template itself.
Step 2 — Registrant Terms of Use
The Registrant Terms of Use is the agreement between you and Watch Systems for the use of Remote Express. The agreement is long, and the I Accept button stays greyed out until you have scrolled to the end. The message at the bottom reads “Scroll to the end of the agreement to continue,” and changes to “Agreement read in full” once you reach the bottom. Use the round arrow button to move down the agreement more quickly.
The agreement covers eligibility, compliance with laws, registration information, identity verification, data collection and sharing, payment and fees, communications, changes to the agreement, termination, intellectual property, disclaimers, disputes, and how to contact Watch Systems.
The Payment Information and Fees section includes the schedule for refunding your agency fee if you stop using Remote Express during the year you have paid for it. Note: requesting that you stop further use of the Remote Express subscription will disable your account from being able to use Remote Express in the future.
Refund requested during | Portion of the agency fee you paid that is refunded |
|---|---|

When you have read the agreement, click I Accept. If you click I Do Not Accept, you will not be able to use Remote Express, and you must complete your registration in person.
Step 3 — Confirm and Submit
The last step records your electronic signature for the Registrant Terms of Use. The biometric consent you selected in Step 1 is a separate release, and is stored separately.
Type your name in the Full Legal Name box exactly as it appears on your registration record, then check the box that reads “I am the person named above and I am signing this consent on my own behalf.”
The message at the bottom changes from “Enter your full legal name to continue” to “Ready to submit.” Click Submit Consent. The app then takes you to the photo step.
